Are local bus services improving?

With the second reading of the Bus Services Bill in Parliament and new legislation progressing through both the Scottish and Welsh governments, local bus services are firmly in the spotlight. As a vital part of our public transport network, buses are more than just vehicles – they’re lifelines that connect communities to work, education, healthcare, and more.
But with multiple rounds of Bus Service Improvement Plan (BSIP) funding already rolled out across many English local authorities, and investments being made in the devolved nations, the big question remains are local bus services actually getting better?
What the data says
The 2024 Your Bus Journey survey offers a mixed but generally positive picture. While some areas are seeing marked improvements, others are holding steady. To get a clearer view, we spoke with several local authority partners to understand what’s happening on the ground.
East Sussex – climbing the ranks: In 2023, East Sussex County Council faced criticism over service punctuality and waiting times. Fast forward to 2024, and the story has changed significantly. Thanks to increased service frequency and a partnership with Stagecoach to recruit more drivers, the council has jumped from 26th to 12th in the national rankings. Passenger satisfaction with punctuality has risen by an impressive 11 percentage points.
Nottingham – building on success: Already a top performer in 2023, Nottingham City Council didn’t rest on its laurels. Instead, it doubled down on improving the network by reviewing routes and schedules based on passenger demand. Investments in better bus stops, shelters, and faster journey times have paid off, with the city achieving a 90 per cent overall satisfaction rate in 2024.
West Yorkshire – new approach: Although still near the bottom of the league table, West Yorkshire Combined Authority is making strides. As they progress towards a franchising model and leverage Your Bus Journey data, they’re putting passengers at the heart of their new framework. The focus is on reliability, cleanliness, and reducing anti-social behaviour—key factors in making buses a more attractive option.
