Written evidence submitted by Transport Focus to Transport Committee

On 16 October 2025, Transport Focus submitted written evidence to the Transport Committee’s ‘Joined-up journeys: achieving and measuring transport integration’ inquiry.
The Transport Committee is looking at how Government can mould transport services, networks and options around the journeys that people need and want to make in their daily lives. The committee aims to find out what changes need to be made to bring this about, including in different parts of the country and for transport users with different needs.
We welcome the opportunity to respond to this inquiry and support the Government’s intention to create an Integrated National Transport Strategy which will set high level direction for how transport will be designed, built and operated across the country through the next decade.
However, it is our view that the success of such a strategy will depend upon addressing the following key issues:
- Devolution – by empowering local decision makers to take the appropriate integrated transport decisions for their area.
- Breaking down barriers – the removal of technical, physical and institutional barriers to the operation and use of the transport network.
- Engagement – involving users, particularly disabled users, in the design and delivery of this strategy, while embracing the user perspective throughout the lifetime of the strategy.
The challenge the Government have is in setting priorities, making trade-offs and developing long-term solutions while bringing along both industry, users
and local authorities on the journey. Transport integration can represent anything from a change of timetable to a new pedestrian crossing or even a brand-new railway line – the challenge is drawing out what proportionate interventions will benefit the end user in a way that they will realise and understand.
