Ring-fenced Government money? Surely not?

Part of the Government’s recent proposed reform of the way the fuel debate rebate is paid is very interesting. While the money is being devolved to local authorities it also appears to be ring fenced, so it has to be spent on bus improvements. Pushing local government and bus operators together is a good nudge tactic. From our recent Bus Passenger Survey you can see that where there are high levels of co-operation bus passengers tend to be happier.
