Future Franchising – What can we learn from London Overground and Merseyrail to design and deliver better rail services?

Anthony Smith Passenger Focus chief executive will be chairing the launch of Campaign for Transport’s research on franchising.
The research is looking at the lessons from the two franchises in terms of devolution of responsibility for franchising to Transport for London and Merseytravel and different approaches taken to issues like treatment of revenue risks, incentives for operators and issues like investment.
