Transport Focus response to Office of Rail and Road consultation on train performance metrics

In August 2024, the Office of Rail and Road consulted on train performance metrics to be used in England and Wales from April 2026.
Transport Focus submitted an initial response and subsequently confirmed its original position. Both documents can be viewed below.
Our conclusion that the principal punctuality metric should remain arrival at each station within one minute of scheduled time, the so-called ‘right time, all stations’ measure.
Our position that data showing all ‘pre-cancellations’ should be published routinely alongside ‘on the day’ cancellations, excluding trains removed from the timetable for engineering works.
The two-stage response was necessary because at the closing date for the consultation only interim findings were available from passenger research commissioned jointly by Transport Focus, the Office of Rail and Road and Network Rail.
