Transport User Voice January 2026 – Achieving and measuring transport integration

Transport integration can represent anything from a change of timetable to a new pedestrian crossing or even a brand-new railway line. A single national vision for how transport systems should work together will empower local leaders to deliver integrated local transport that meets the needs of their local community.
The Transport Committee is aiming to find out what changes need to be made to bring this about, including in different parts of the country and for transport users with different needs.
Transport Focus submitted written evidence to the Committee’s ‘Joined-up journeys: achieving and measuring transport integration’ inquiry.
We welcome the opportunity to respond to the inquiry and supports the intention to create an Integrated National Transport Strategy which will set a high-level direction for transport across the country over the next decade.
However, it is our view that the success of such a strategy will depend upon addressing the following key issues:
- Devolution – by empowering local decision makers to take the appropriate integrated transport decisions for their area.
- Breaking down barriers – the removal of technical, physical and institutional barriers to the operation and use of the transport network.
- Engagement – involving users, particularly disabled users, in the design and delivery of this strategy, while embracing the user perspective throughout the lifetime of the strategy.
