In 2008 following continuing low passenger satisfaction with the value for money of rail tickets, Passenger Focus was asked by the Secretary of State for Transport, Ruth Kelly, to carry out a study of fares and ticketing. This is as a result of ongoing low passenger satisfaction with the value for money of rail tickets.
