Passenger Focus letter to the ORR regarding proposed passenger benefits to be offered by Network Rail

Passenger Focus has been working closely with London TravelWatch, train operating companies and the Association of Train Operating Companies to draw up list of passenger benefits that could be funded, either in full or part mitigation of the fine proposed by the Office of Rail Regulation.
