A smarter transport network for Scotland

Transport Focus is helping keep passengers at the heart of the process as a Scottish transport bill goes through Holyrood.
The Transport (Scotland) Bill is designed to help make Scotland’s transport network cleaner, smarter and more accessible than ever before.
This legislation aims to empower local authorities and establish consistent standards, to deliver a more responsive and sustainable transport system for everyone in Scotland. It takes forward several Scottish Government commitments from its 2017-18 Programme for Government. It also reflects a period of public consultation and engagement and brings together a series of measures to improve different aspects of Scottish transport, on:
- bus services
- parking
- low emission zones
- roadworks
- smart ticketing
- regional transport partnerships
- Scottish Canals Board.

We responded to specific consultations on smart ticketing – supporting the aim of the bill in helping deliver Scotland-wide smart ticketing between operators and transport type.
We responded to specific consultations on bus services – where the bill proposes to provide local authorities and regional transport partnerships with the flexibility to improve services through partnership working with operators or, where there is a good case for doing so, local franchising or running services themselves. We published Ten actions to benefit Scottish bus passengers that would fit within any structural changes to the way bus services are provided.
