All-lane running smart motorways: the driver’s view

Road user watchdog Transport Focus has carried out research into the driver’s view about all-lane running smart motorways. That is, sections of motorways with variable speed limits, extra information for drivers, emergency refuge areas and no hard shoulder.

The report includes six recommendations for Highways England, the operator of England’s motorways and major ‘A’ roads.

This research involved drivers in Birmingham, Leeds, London and Sheffield, including lorry drivers and vulnerable drivers.

In July 2021 Highways England wrote to Transport Focus to set out what it is doing in response to the recommendations. You can also download this letter below.
