Correspondence with the Office of Rail and Road regarding measuring pre-cancelled trains

In June 2024, the Office of Rail and Road (ORR) undertook an informal consultation on how the rail industry should record pre-cancelled trains. That is, those which are removed from the timetable up to 10pm the day before they should have run, and which do not therefore count in the published cancellation figures. These are sometimes known as ‘P-Coded’ trains.
