Penalty Fares – how passengers are treated when they appeal

Transport Focus worked with London TravelWatch to produce its latest report on Penalty Fares.

Since new regulations came into force in 2018 Transport Focus has continued to receive a number of appeals from passengers which are then overturned. We looked behind the scenes to recommend improvements to ensure fairness, independence and consistency to make the system more robust.
