Transport Focus took responsibility for the National Road Users’ Satisfaction Survey (NRUSS) in April 2016 as part of the Government’s Roads Reform programme, the survey having previously been conducted by Highways England (and before that the Highways Agency).

NRUSS was the official measure of user satisfaction with Highways England’s roads until the end of Road Period 1 (March 2020). To ensure comparability with results in previous years Transport Focus kept the NRUSS methodology unchanged.

During this time Transport Focus developed a new, larger Strategic Roads User Survey (SRUS), which became the official measure in April 2020. NRUSS collected views from around 2000 road users per year.
